Strengthening M&E Systems in the Western Cape
A Strategic Diagnostic Review Led by IMPEC and Wageningen University
The Chief Directorate of Strategic Management Information (CD-SMI), part of the Western Cape Government and led by Chief Director Zeenat Ismail, appointed IMPEC to conduct a comprehensive diagnostic review of the province’s monitoring and evaluation (M&E) systems for the period 2010–2016.
With a strong foundation in results-based M&E, the Western Cape aimed to gain deeper insights into its current practices, identifying what works well and where improvements are possible.
In partnership with Wageningen University, represented by Dr. Marlene Roefs, a conceptual framework was designed to guide the review. This framework included five building blocks and four core processes critical to effective M&E systems.
The diagnostic process included:

Structured interviews with professionals from all 13 Western Cape departments

Engagements with the Director General and senior officials from the Office of the Premier

Sessions with ICT and data governance experts, M&E officers, and service providers

A combination of individual interviews, group discussions, and electronic surveys to ensure both quantitative and qualitative insights
